The Cost of Reaching the Ballot

Since 2016, voter-led initiative petition campaigns that reached the ballot have spent an average of $8.27 per required signature. Proposed constitutional amendments must equal 15% of votes cast for governor in the most recent election. The required percentage drops to 8% of votes cast for initiated state statutes and 5% of votes cast for veto referendums.
