CB Bylaws Preliminary Accessibility Score

I reviewed the 39 of 59 sets of bylaws published online, and gave them points for inclusion of a table of contents, being up to date, and being legible. They could have as low as 0 points, or as high as 3. Further work needs to done to hone this score, since not all published bylaws were equally easy to find, and that isn't reflected here (among other things).
