Reforms passed by voters in 2018 include state law protections for communities of color in redistricting that supplement and go beyond federal law. These measures include protections that prevent the state from reducing the ability of a minority group to elect its preferred candidates, whether by themselves or in coalition with other voters. This protection is particularly important for minorities in diverse areas where one racial or ethnic is not predominant. |
Proposed Changes |
Amendment 3 would replace these protections for communities of color with weaker language that goes no farther than existing federal law. In particular, the proposed amendment would remove protections for districts where minorities can elect candidates in coalition with other voters. |
