Homelessness in California declined in 2025 for the first time in over a decade

NOTES: This figure uses official Point-in-Time (PIT) estimates for all Continuums of Care (CoCs) nationwide, including those reporting only sheltered counts in 2024 and 2025. Homelessness rates are calculated using U.S. Census Bureau population estimates. For California, we use official state-level PIT estimates, which include seven CoCs in 2024 and 14 CoCs in 2025 that only reported sheltered counts. California's changes are similar when analyzing only the 27 California CoCs that reported unsheltered and sheltered counts in both years.
