Percentage of 3rd graders meeting or exceeding standards on SBAC ELA tests compared with the percentage of children living in poverty in the district.

Exceptional districts are those above the 95th percentile when ranked according to the difference between their actual and expected reading proficiency rates. Districts with fewer than 30 students were excluded. Does not match The74's chart exactly because The74 mixed up districts that had the same name.
