Forty-five states and District of Columbia passed a combination of legislation that increased police accountability measures and sometimes gave police greater protections. Oversight laws included the creation of civilian review boards and limits on use of force. The protections ranged from shielding officers' speech to limiting lawsuits against individual officers.
