The lines show that headcounts at both offices were largely stable until announcement of the relocation in August 2018. This started a slow decline that then turned into a significant drop-off as both offices had roughly two-thirds of their attrition occur between August and October 2019, the month after the official transfer. NIFA, which dropped the most, also shows the quickest recovery by reaching where they started October 2016 by April 2022. Meanwhile ERS is still about 25 employees smaller in September 2022 than where they started.
