Fiscal externality scenarios due to ICE enforcement-related enrollment declines

Note: To calculate the fiscal externality, we use data from Kaiser Family Foundation, which provides the number of school-aged children in immigrant families, by state. We allocate these students across school districts in each state, based on the share of students in each district who are Hispanic, using data from the School Finance Adequacy database. Data for student Hispanic share in Alaska and Vermont, and about 300 other districts (out of ~12,000 districts) are not available from the School Adequacy database.
