Congressional Redistricting

Currently, 35 states rely on their state legislatures to draw congressional district boundaries. Five of these use an advisory commission, and three use a backup commission. Seven states use an independent commission, one uses a commission of mostly politicians, and seven do not handle redistricting since they have only one congressional district.

New York's independent commission is set to begin for the 2020 election cycle. Iowa's advisory commission is unique: It includes nonpartisan legislative aides. They draw the district lines, having no knowledge of incumbent lawmakers' addresses.
