The number of workers the department has placed into jobs, according to annual reports, has only dropped — from 36,000 in 2013 before the app launched to 23,000 in 2018. But agency officials say that is because as technology has advanced, they no longer capture all placement information. The agency did not include placement numbers in its latest annual report for 2019.
