Only two states, Maine and West Virginia, had a higher percentage of underrepresented minorities enrolled as full-time, first-time freshmen at their state flagship campuses in the fall of 2017 relative to the share of those minorities among the state’s 17- to 21-year-old residents. But those percentage-point differences were modest, at less than one point. All other states had lower percentages, in some cases with double-digit gaps.
