Minnesota's high school graduating class of 2019 posted an average score of 21.4 on the ACT college-admissions test, but participation fell to 95 percent after the state stopped covering exam fees for students from higher income families.
All students in the graduating classes of 2016-18 had the opportunity to take the ACT at school at no cost. For the 2019 class, the state covered exam fees only for students who qualified for free or reduced-price lunches.
