Many Americans can vote by mail – but many can't

Eight states and the District of Columbia allow people to vote by mail in all general elections. Twenty-eight others allow any voter to request an absentee ballot. Fourteen states require people to provide specific reasons to get an absentee ballot. This map is current as of Sept. 17, 2024.
