Virginians 'burdened' with housing costs

29% of the households in Virginia spend 30% or more of their income on housing -- the U.S. Census Bureau's definition of being "cost burdened." Of the 10 most cost-burdened localities in the state, four are in Hampton Roads: Norfolk, Portsmouth, Hampton and Newport News. Virginia Beach, Chesapeake and Suffolk also have housing costs above the state average.
