Data for this graph begins in 1980 when the Refugee Act was signed into law, which established the Office of Refugee Resettlement to oversee a formalized process for admitting refugees into the country. The large number of refugees that resettled in the U.S. at the inception of the ORR coincides with the height of refugees fleeing Vietnam and Cambodia, which peaked in the late 1970s. The annual ceiling is set by the U.S. President after consultations between the Administration and members of the House and Senate Judiciary Committees. The number of admitted refugees for 2019 was 30,000, the maximum number allowed. Years refer to federal fiscal years, which run from October 1 through September 30 (of the year given).
