A 1983 use agreement between the Department of the Interior and the Jackson Hole Airport Board, which operates the airport within Grand Teton National Park, stipulates the airport pay fees equal to 3% on revenue up to $4 million and 4% on revenue above that for “operations carried on at the airport." A 2018 agreement with Park Superintendent David Vela allowed the airport to exempt most revenues earned from the operation of its fixed-base operator, which it acquired in 2023, from the 1983 fee structure. Airport operating revenues almost doubled between FY 2022 — the last year of the FBO's private operation — and FY 2024 — the first full fiscal year it was under the airport's operation, while fees paid under the use agreement (shown in light blue) rose just 24% over the same period.
