Prior to March 2020, a typical month in Allegheny County saw around 1,100 cases filed by landlords seeking to evict tenants. The COVID-19 pandemic drove a series of moratoriums and curbs on evictions that (except for a few unrestricted days in September 2020) dramatically reduced filings. The last restrictions expired Oct. 31, 2021. In November and December, landlord-tenant case filings rose, reaching 742 in the latter month.
