Arrests had previously been declining for years, falling from 27 in 2014 to 14 in 2018. In 2019 they jumped to 31, including 23 with higher-level charges. They fell again after the pandemic hit, down to 14 total arrests in 2020. Last year there were just 6 arrests, and only one with a higher-level charge.
