The lowest 20% income group paid 1.1% less as a result of the tax changes, the second 20% income group paid 0.4% less, the middle 20% paid 0.1% less, and the rest of the groups saw no change except the top 1%, which paid 0.5% more.

Recent changes shift the tax burden ... a bit

Washington state's new capital gains excise tax and Working Families Tax Credit reduced the amount of total state taxes paid by lower- and middle-income residents while increasing it for the richest residents. The changes weren't large enough to reverse a situation where people with less money pay a higher share of their income than people with more, however.
