This arrow-plot chart shows what percentage of a country's population scored at the lowest levels for literacy in the first cycle of the study and what percentage scored that in the second cycle. Most countries saw increases. Lithuania increased the most, Chile, Denmark, Finland and Sweden were the only countries that saw a decrease.
