Rationale for measuring this indicator | Our aim is to make a juvenile's first encounter with the criminal justice system their last. Research shows that for first-time low-level juvenile offenses, a way to accomplish this is through the issuance of a citation, instead of arrest. After being issued a citation, these youth are swiftly held accountable through a diversion program. The data related to civil citation usage shows both a reduction in juvenile recidivism and significant savings of taxpayer dollars. |
