St. Paul, MN had far more reported car thefts than Buffalo during the first half of last year. But changes in how St. Paul handles these crimes has contributed to a sharp decline in the first half of this year. Buffalo, meanwhile, has seen a 135% increase and now surpasses St. Paul.
