How much did altered test results matter?

Researchers examined 12 projects that used asphalt to pave Idaho roads. They calculated the difference between what Idaho would have paid contractors, if the original asphalt quality test results were submitted to the state; and compared that with the actual payment the contractor received from Idaho based on altered test results. They found two cases where Idaho paid contractors slightly less. In most cases, Idaho paid significantly more.
