The Surge in Arizona ICE Arrests and the Decline in Targeted Enforcement

Arrests of people with no criminal history and those with only pending charges grew far faster than arrests of individuals with prior criminal convictions following the 2025 inauguration.

"Convicted Criminal" reflects ICE's classification of individuals with at least one prior criminal conviction. "No Criminal History" indicates only an immigration violation. "Pending Charges" indicates an open criminal case with no conviction at the time of arrest. Data covers the Phoenix Area of Responsibility (Arizona).
