From 1990 to 2019, several areas of Omaha saw changes in poverty rates. While development through TIF may be a small factor in improving the livelihoods of people in the area, places that got more TIF money seemed to have greater decreases in poverty. On the flip side, the areas with the least investment saw increases in poverty and continued to have the highest rates.
