Average voter turnout at local elections, voters as a % of total possible electors

Average of Mayoral and contested Councillor positions. Data from 1989 to 2004 is the simple average of the published Mayoral and Councillor turnout rate. Analysis is only for Mayoral, City Council, and District Council elections. Regional Council, Local and Community Board, and other elections are excluded from the analysis. Data from 2007 onwards is the calculated average from detailed voter turnout. All positions in Mackenzie District in 2007 were uncontested. There was no election in Kaipara District in 2016 due to the presence of Commissioners.
