Former Allegheny County exec benefits from base-year tax

Rich Fitzgerald, who resisted reassessment of property during his 12-year tenure as Allegheny County executive, pays less in taxes than his next-door neighbor whose recent purchase triggered an assessment appeal and a much higher fair market value.
