The number of people by which the disclosure avoidance system changes MCDs' total population counts (in a positive or negative direction), averaged across all MCDs (including CT's towns) in the U.S. by population size
MCD Total Population: Mean absolute error ranges from 2.1 for MCDs with a total population less than 1,000 to 9.5 for MCDs with a total population of 50,000 or greater
