Growth of H-2A worker program in Washington, Oregon and Idaho

The H-2A program allows U.S. agriculture employers to bring in foreign workers to fill temporary jobs in the fields. To qualify for the program, employers must show the federal government that there are not enough U.S. workers who are able, willing, qualified, and available to do the temporary work. Since 2017, the number of guest workers employed each year has increased. The graph shows the number of H-2A workers certified in Washington, Oregon and Idaho from 2015 to 2023.
