For NYC high school cohorts by language proficiency

Students are considered Current English Language Learners (ELLs) by NY State if classified as an ELL as of graduation. Students are considered Ever ELLs if classified as an ELL any year prior to graduation but not in their graduation year. Students were classified as Never ELLs if they were never identified as ELLs.
