Portland is awash in clean energy cash

Forecasts for the city’s one-of-a-kind climate justice fund, created in 2018, continue to grow and the fund has brought in increasingly larger sums each year. The program, bankrolled by a tax on large retailers, is now projected to generate more than $200 million annually — a seven-fold increase from original estimate.
