Most states allow syringe services

Across the country, 34 states explicitly authorize syringe services through statute or regulation, a recent analysis found. An additional four implicitly do so, such as by including them in harm-reduction services or providing certain criminal exemptions.

Pennsylvania is one 12 states that does not explicitly or implicitly authorize syringe service programs. The map shows other states that fall in the category: Alabama, Alaska, Iowa, Kansas, Mississippi, Missouri, Nebraska, South Carolina, Wisconsin, and Wyoming.
