NOTES: Participation is involvement in any education course - General, Voluntary, or both. General Education courses include standard ABE courses, Alternative Education courses, and Peer Literacy Mentor Programs. If a person was released more than once in a year, we use information from the first release. People can participate in more than one course during a prison stay. For the pre-pandemic cohort, N=154,718 released people. For the pandemic cohort, N=93,553 released people. People with a high school degree are excluded from the data.
