Colorado assessment rates over time

Colorado property owners only pay taxes on a percentage of their value. The Gallagher Amendment reduced that percentage (the "assessment rate") for residential properties over time, keeping tax bills stable even as homes grew more valuable. Gallagher was repealed in 2020.
