'Forthwith' and 'without delay'?

State law says signed applications should be returned "forthwith." Many applications in Bridgeport were returned more than a month after they were signed by voters. This graphic shows how long it took for applications to be returned to the clerk's office for forms that were signed by the top 10 assistants.
