Members of Congress who were in office for less than a year were not scored, including those who resigned, won special elections due to a mid-term vacancy, or passed away mid-cycle; delegates and resident commissioners were not scored because they are unable to participate in floor votes; certain current and former House leaders were not scored since they frequently don’t cosponsor bills and sometimes have to switch their votes for procedural reasons.
