A study of 93 California cities looked at the relationship between the racial composition of the city, the racial composition of law enforcement, and the percent of revenue generated from fines. Cities with at least 10% black residents that are served by law enforcement agencies whiter than the community are 60% more reliant on fines for revenue, relative to other California cities.
