Subsistence incidence among vulnerable sectors

Data from the Philippine Statistics Authority (PSA) show that while subsistence incidence (the proportion whose incomes are not sufficient to meet basic food needs) generally increased from 2018 to 2021, there was a substantial decline in 2023. This is particularly noticeable among farmers, who consistently show the highest poverty rates across all years. This suggests that despite farmers remaining the most vulnerable, recent interventions or economic shifts may be having a positive impact on food-poor farmers, contributing to the overall decline in poverty incidence among these vulnerable groups.
