Allegheny County is divided into 46 magisterial judicial districts, and those judges receive landlord-tenant cases, which are filed when a property owner wants to evict a tenant. Last year 20 of those districts accounted for more than 2/3 of the landlord-tenant cases. The top districts were those covering Penn Hills, the city of Pittsburgh's South Hills, Wilkinsburg, parts of the Mon Valley and Monroeville.
