Cities most at risk of extreme rain

A new precipitation model shows Philly is one of the top cities that will experience more extreme rain than NOAA's curent estimates. For example, NOAA estimates the city could see 3 inches of rain in an hour during a 100-year-storm. New estimates show it could face 5 inches, and that 100-year-storms will occur every 16 years.
