Note: Figure 2 shows the expected delivery timelines of the four primary vehicles for U.S. military aid to Ukraine. Presidential Drawdown Authority (PDA) draws down weapons from existing U.S. inventories. The Ukraine Security Assistance Initiative (USAI) and Foreign Military (FMS) provide funds for Ukraine to place orders with U.S. defense companies to produce weapons. The Prioritized Ukraine Requirements List (PURL) mechanism allows NATO member states to purchase weapons for Ukraine from the United States.
