The map is mostly orange, showing a decrease in child enrollment in almost every state, with the largest increases in Idaho and South Dakota (27% each), and Montana, Arkansas and Utah (18% each). Only three states increased enrollment in that time, Oregon and Massachusetts (+1% each) and Rhode Island with +2%.
