How States Fill U.S. Senate Vacancies

Most states (37) use gubernatorial appointments to fill U.S. Senate vacancies. Thirteen states have special elections, eight of which have an appointee fill in during the interim.

Nine states require gubernatorial appointees to be of the same party as the vacating or late senator; two of these also require the appointee to be picked from a list of three candidate provided by that party.
