Minnesota school achievement flat or declining

The Minnesota Department of Education released new data that is used as part of its North Star accountability system to help struggling schools. These proficiency rates are based on multiple standardized tests, including the largest, the Minnesota Comprehensive Assessments.

North Star proficiency rates are calculated by dividing the number of students who met or exceeded standards by the total students eligible to take the test. Students who don't take the test, due to absence or opting out, are reflected here as not meeting proficiency.
