Winter Driving Danger Index: Ranking the Most Hazardous States (2020–2023)

The Winter Driving Danger Index measures how risky winter driving can be in all 50 states, focusing on driver behavior. It uses four years of winter-season fatality data, adjusted for population, and factors in speeding, alcohol use, distraction, and overall winter crash numbers. This creates a ranking that clearly shows which states have the most dangerous mix of bad driving habits and winter roads, and which ones face the least behavior-related risk.

Methodology: This index analyzes winter-season traffic fatalities using NHTSA FARS data from 2020–2023. Only the five cold-weather months were included (January, February, October, November, and December). Fatalities were converted to per-100,000-resident rates using the U.S. Census Bureau’s 2023 state population estimates. States were scored using a weighted behavior-based model: speeding-involved fatalities (40%), alcohol-involved fatalities (35%), total winter fatalities (15%), and distracted-driver fatalities (10%). Scores were standardized and ranked from 1 (most dangerous) to 50 (least dangerous).
