ACHIEVEMENT LEVELS. State Education Agencies (SEAs) use state-specific labels for each achievement level (e.g., below basic, basic, proficient, advanced); SEAs also differ in the number of levels used on the state assessment. Across states, the EDC uses numbered labels for consistency (as shown in this figure).
