Processing absentee/mail-in activities before Election Day

Showing states where election officials can begin processing at least some absentee/mail-in ballots before Election Day. Full processing includes scanning or processing ballots through tabulating machines. Partial processing may refer to a range activities from only signature verification to all processing steps short of scanning or tabulating.
