Among the 20% of tracts with the fastest pre-OZ housing growth, the highest poverty tracts received most OZ investment

Using a matrix completion algorithm, we estimate the local treatment effect of OZ designation on the number of active and vacant residential addresses within a tract. We define tract growth deciles using the change in active and vacant residential addresses from Q1 2015 to Q4 2017. Poverty and growth deciles are defined in reference to the country as a whole.
