Overall, more than one-third of the households in the Virginia Beach-Norfolk-Newport News metro area last year spent 30% or more of their income on housing -- the U.S. Census Bureau's definition of being "cost burdened." But that proportion varied widely depending on the residents' circumstances. More than half of the area's renters -- but only about one-tenth of homeowners who have paid off their mortgages -- were cost-burdened.
