Note. 60 EUR/tonne of CO2 is a mid-range benchmark of carbon costs in 2020, and low-end benchmark for carbon costs in 2030. It measures the extent to which countries have attained the goal of pricing all energy related carbon emissions at the benchmark of 60 EUR/tCO2.
